Vintage 8" Metal Scissors Shears with Handles Wrapped in Leather or Rattan

Vintage 8" Metal Scissors with Handles Wrapped in Leather or Rattan. B10
I don't know where or when these vintage wrap handle scissors were made. There are markings on one of the blades but they are too worn for me to read them. The handles are wrapped in what looks like possibly rattan overlaid with paper tape? It's possible that someone taped over the handles to make them more comfortable to the hand or that they originally came this way. I really don't know, but I peeled off a little piece of the tape and the Rattan underneath looks to be in very good condition. The Rattan is attached securely except for toward the end on one of the handles where it is coming loose.
The overall length of the scissors is 8 in. There is some surface rust on the blades but I cut a piece of paper with them and they worked very well.
